Salary
Each salary scale includes 3 or 4 spinal points to allow annual incremental progression. Successful applicants will start at the bottom of the salary scale unless your current, evidenced salary is higher.
Work Location
Due to the pandemic all employees have been working remotely, where possible. The Council intends to commence a gradual return to offices from the end of July, with reduced desk capacity. Depending upon the specific requirements of each role, most employees will continue to work a proportion of their hours remotely, coming into the office wherever necessary.
The Council has 69 office locations within the Borough. The main office location for IT is currently Mulberry Place, E14 2BG. We will move to our new Town Hall opposite Whitechapel Station in 2022

Asset and licensing co-ordinator
Tower Hamlets council IT function has a vison to ‘enable better public services at lower cost through the use of IT’. As part of a newly created Service Management function, we are looking to appoint an enthusiastic asset and licensing coordinator to orchestrate all aspects of our asset and licensing management lifecycle. In any organisation, tracking hardware and software deployment, entitlement and usage positions is a key governance role. Where public money is being spent on delivering IT, it is vital that we manage this efficiently and transparently from cradle to grave. From applying due diligence to the procurement of assets right through to the disposal of assets in ways that support digital inclusion and upskilling in the borough and beyond, this is a fantastic opportunity to shape and evolve a role to create value from the management of the organsiation’s IT assets and the deployment and governance of software licences.
You’ll be working across the IT service and engaging with services and vendors, ensuring that customers have appropriate software in place to conduct their respective roles, and above all that all software deployed across the estate remains compliant and legal. You will be an IT professional with software asset management experience to lead in this area.

Due to the elevation and growth of our Strategic Vendor Management function, we have a fantastic opportunity for a Strategic Vendor Co-ordinator to manage the contract and payment lifecycle for a defined scope of our IT vendors. This is an amazing opportunity for the right candidate to demonstrate and develop a range of contract, governance and financial management skills while building dynamic relationships across IT, council services and our partners to ensure the council is maximising the value from its vendor management landscape. You’ll balance a structured approach to negotiating a range of requirements and needs with service users and vendors, working with legal, procurement and finance functions.
Solutions Architect & Data Architect
It is an exciting time for IT at the London borough of Tower Hamlets. We have just insourced the core IT functions and there are some exciting challenges we are looking to complete in the near term. They include completing our cloud strategy with near zero On-premise infrastructure, implementing a zero-trust network architecture with Internet as WAN using Zscaler platform and Windows Virtual Desktop and deployment of new Wifi connectivity across all council sites, to name a few. We are also embarking on a program to deliver business intelligence and analytics service by building the required data and technology capabilities including Power BI. We are recruiting for the following posts:
- An experienced Solutions Architect who will be a key member of the IT core team supporting the day-to-day architectural and technical analysis requirements to deliver the portfolio of IT projects. They will be responsible for producing the required artefacts for current state assessment, gap analysis and development of the target solutions and operating models.
- An experienced Data Architect who will set out the data architecture principles, provide clear data models and control documents that will enable the implementation of a robust information management framework. This will include establishing an organisational data information framework, introducing appropriate data standards, ensuring good data governance principles are adhered to and ensuring an efficient flow of data between IT systems

IT Business Change Manager & Project Manager
The IT Portfolio team at Tower Hamlets are about to embark on delivering some exciting and transformational projects which will build on the solid foundational works we have completed over the past few years. The 2021 IT Portfolio includes Business Intelligence, Robotic Process Automation, and consolidation of our core business systems. In addition, we'll be using Power Apps to consolidate our applications portfolio and making further enhancements to our social care platforms, as well as managing the delivery of multiple varied smaller projects.

Cyber Security Specialist

The Cyber Security function is fast paced as it is closely aligned with the rapidly evolving threat landscape. The fundamental requirement being adequate and suitable risk management of emerging threats and vulnerabilities. There is significant demand to think out of the box and do things differently. This requires stepping away from known comfort zones and practices to effectively support the growing demands of the various Council services to improve their outcomes by adopting new ways of working that come with risks not previously considered.
The Council has adopted the Cloud first strategy, utilizing Microsoft Azure as well as Supplier SaaS provisions for hosting of applications and data. The role is for an experienced technical expert in all aspects of Microsoft 365 security suite, in-depth knowledge of network and operating systems, Nessus tool as well as significant experience of any SIEM solution.

This is an exciting roll where you will be taking lead in continuous service improvement across children’s and cultures IT applications. The role requires someone who is self-motivated and innovative to ensure applications are kept up to date and new features are deployed to business areas as part of the application life cycle. You will be assisting the product owner with new release testing will also form part of your role, including keeping documentation filed and up-to-date. Keeping the wider team updated with key information and upskill sessions as required will also support the smooth running and usability of the system.
You will also be dealing with level 2 and onwards support calls. You will take ownership of the issue – triage, prioritise and perform a technical diagnosis to fix the issue in line with deadlines, escalating issues as appropriate and adhering to IT support portal SLAs
You should have recent experience in a technical role and demonstrate experience in using complex database systems. You should understand how the relationship of a front-end database ties in to the backend. You will be customer-focussed, dedicated to solving problems and providing an outstanding service to the business. You will use your excellent communication skills to build relationships.

Tower Hamlets is on an exciting journey to both enhance and expand the use of the Mosaic social care case management system and is seeking to enhance the team that support staff in their use of the system. We are looking to recruit an experienced trainer/user support officer to join existing permanent members of the team in delivering a customer focused Social Care IT training and support service to staff across the Children and Culture, Health Adults and Community Directorates and partner organisations. Your working week will be varied, being split between days spent covering the helpdesk and providing one to one training to individual members of staff. With the expansion of the user base of the system planned for the coming phase of the project there will also be an opportunity to input into preparation and delivery of a large scale familiarisation, training and support programme.
