1. Context
This is an exciting time to join Tower Hamlets Youth Service.
A key priority within the Tower Hamlets Council Strategic Plan 2022-2026 is to transform and improve services for young people in the borough. We are ambitious about ensuring that all young people in the borough have access to a diverse range of youth work opportunities and support through the delivery of a high-quality youth service, this includes:
- Detached youth work (Rapid Response team) providing a preventative and responsive approach to harm outside the home, youth conflict, knife crime and mediation work.
- Universal ‘safe spaces’ in every single ward throughout the borough where young people can stay safe, participate in positive activities and educational opportunities as well as access additional support from youth workers. This will be an increase from five commissioned universal services to at least one in every ward therefore providing accessible 'safe spaces’ for all young people.
- Targeted whole family support for vulnerable young people and their families.
- Commissioning of specialist youth provision for specific groups of young people.
2. The Role
We have an exciting opportunity to recruit a Team Manager for our Rapid Response team within Young Tower Hamlets.
This is a key leadership role focused on supporting the day-to-day coordination and development of the borough-wide Detached Youth Work offer.
The post holder will manage the Rapid Response Team in delivering a responsive and strategically aligned service that addresses youth-related issues across the borough. This will include youth violence, knife crime, anti-social behaviour, substance misuse and gang-related concerns, with a strong emphasis on prevention, early intervention, mediation, and de-escalation.
Working closely with a range of partners – both statutory and community-based – the role involves fostering collaborative approaches and ensuring that services are joined-up, inclusive and tailored to meet the needs of young people aged 11 to 25.
A key part of the role is ensuring that Detached Youth Work is informed by local intelligence and insights, allowing the team to be deployed effectively in both preventative and responsive ways. This includes supporting location-based assessments and offering a visible, accessible presence within communities.
The post holder will also act as the designated contact in the event of serious youth-related incidents occurring out of hours, helping to coordinate appropriate support and responses when needed.

We have fantastic transport links –Tower Hamlets Town Hall is directly opposite Whitechapel Station, which is a minute away. Whitechapel is an interchange station which serves Hammersmith & City, District, Overground, with quick access to central line DLR and Jubilee lines. We also have the Crossrail Elizabeth line with links to Canary Wharf, Shenfield/Abbey Wood/Heathrow and Stratford, which is the best-connected hub in London.
