Independent Scrutineer – Tower Hamlets Safeguarding Children Partnership (THSCP)
Tower Hamlets is an exciting, dynamic borough and we are seeking an equally dynamic Independent Scrutineer for our Safeguarding Children’s Partnership.
Our Independent Scrutineer will help to drive the Tower Hamlets Safeguarding Children Partnership forward, and deepen our culture of high support and high challenge. The role will be key in providing assurance and contributing to the continual development of our local safeguarding system, so that we can protect children and implement learning effectively.
We are looking for someone who can build strong relationships, challenge, support and coach the Statutory Partners, develop the wider partnership of Relevant Agencies and ensure that the Voice of the Child drives the work of the Partnership. You will have a track record of delivering multi agency safeguarding, improvement of safeguarding impacts and positive outcomes as a successful strategic lead in a Children’s Safeguarding context.
You will retain a clear perspective of what is needed to deliver a mature Safeguarding Children Partnership and, whilst working closely with the Statutory Partners and senior professional officers, you will have the autonomy and authority to challenge, support and advise them and the wider partnership.
As our new Independent Scrutineer, you will have an excellent understanding of our vibrant and diverse borough and above all, a commitment to being an independent champion for our borough’s children and young people.
Period of Contract:
2 years (subject to an Annual Appraisal and Renewable)
Contract award will be subject to enhanced DBS disclosure and suitable references
Days and Rates:
2 days per calendar month (additional days to be negotiated). Daily rate is £650 plus expenses for travel and subsistence.

Tower Hamlets vision for our borough is that: people are aspirational, independent and have equal access to opportunities; we are a borough that our residents are proud of and love to live in; and we are a dynamic, outcomes-based council using digital innovation and partnership working to respond to the changing needs of our borough. We want people who aspire to our TOWER values: Together; Open; Willing; Excellent; Respect.
Tower Hamlets has a zero-tolerance approach to, and works to eradicate, all forms of discrimination on the basis of race, sex, disability, age, religion or belief, sexual orientation, gender reassignment, marital status, status as a civil partner, gender, gender identity, gender expression, pregnancy and maternity and looks to employ a diverse workforce representative of those groups. We recognise that people can also be disadvantaged by their social and economic circumstances, so we will work to eliminate discrimination and disadvantage caused by social class. We are a Disability Confident Employer, which means applicants who declare a disability and meet the essential criteria for the post are guaranteed an interview. Care experience has also been adopted by the Council as an additional protected characteristic.
We welcome applicants interested in flexible working arrangements and also applicants who live in the borough.
