Tower Hamlets is one of London's most dynamic and diverse boroughs, blending rich cultural heritage with rapid economic growth. As we continue to invest in our communities, we're seeking an innovative and ambitious Commercialisation Manager to spearhead the development and implementation of a commercial strategy within our newly created Public Protection & Integrated Enforcement Services.
Role Purpose
The Commercialisation Manager will lead and drive commercial strategy across Public Protection & Integrated Enforcement services. This strategic leadership role is key to identifying, developing, and delivering new income-generating opportunities, partnerships, and innovative service models that support the council’s sustainability and financial growth ambitions, while enhancing the safety and wellbeing of residents.
Key Responsibilities
In this pivotal role, you will:
- Develop and execute a comprehensive commercial strategy and delivery plan aimed at achieving significant income growth across community safety, integrated enforcement, and regulatory services.
- Identify and capitalise on commercial opportunities in the borough within areas such as integrated enforcement and ASB services, CCTV services and infrastructure and regulatory services including street trading and markets.
- Collaborate with service managers, external partners, and senior leadership to embed a commercial culture and innovative service models.
- Lead business planning, market analysis, and service redesign initiatives to create sustainable and profitable service offerings.
- Develop robust business cases, pricing models, and performance frameworks to drive results and ensure accountability.
About You
We're looking for a professional who is:
- Strategic and visionary, with a proven track record in commercial development within the public sector or similar environments.
- Experienced in community safety, regulatory services, and enforcement, with an understanding of the associated challenges and opportunities.
- Skilled in identifying new markets, commercial trends, and income-generating opportunities.
- An effective communicator and collaborator, capable of engaging and influencing stakeholders at all levels.
- Analytical and financially astute, with experience in developing business cases and commercial models.

· We offer a 35-hour working week with the option to earn flexi time and approximately 6 weeks paid holiday depending on your public service experience.
