Strategy & Policy Lead

Unlock Your Leadership Potential as a Strategy & Policy Lead

Are you passionate about making a real difference in the lives of diverse communities? An exciting opportunity has opened up within our Strategy & Communities Service for a talented and experienced Strategy & Policy Lead. This role is exclusively available internally as a fixed-term 1-year contract or secondment—a chance to showcase your leadership in shaping impactful strategies and policies.

Why this role matters:

Tower Hamlets is home to a vibrant, active, and diverse voluntary sector that plays a pivotal role in the lives of our residents. From spearheading COVID-19 recovery efforts to fostering community cohesion, the voluntary and community sector (VCS) is the heartbeat of our borough. Our borough is a testament to diversity, where people from all walks of life come together and thrive.

This role places community engagement, cohesion, and partnership working at its core. It’s your chance to ensure that the community voice is heard, valued, and embedded in everything we do. Bring your vision and passion to life, delivering meaningful change for residents and shaping the future of Tower Hamlets.

About You

You’re not just an expert—you’re a change-maker with the ability to inspire and lead. You thrive on collaboration and excel at turning ideas into actionable strategies. Here’s what you bring to the table:

  • Expert knowledge of the voluntary and community sector, community cohesion, engagement, and consultation, with a deep understanding of local, regional, and national contexts.
  • A proven track record of working with the VCS through strategy delivery, grant programs or commissioning to deliver impactful outcomes.
  • Exceptional strategic skills—policy analysis, evidence-based decision-making, and strategic planning are second nature to you.
  • The ability to foster collaborative leadership in complex partnerships, alongside sharp political insight.
  • A history of delivering tangible improvements for residents and service users.

What’s in it for you?

This is your opportunity to lead from the front—steering impactful initiatives, forging meaningful partnerships, and leaving a lasting legacy in one of London’s most dynamic boroughs. Join us and be part of a team that’s driven to create a brighter future for all.

Tower Hamlets vision for our borough is that: people are aspirational, independent and have equal access to opportunities; we are a borough that our residents are proud of and love to live in; and we are a dynamic, outcomes-based council using digital innovation and partnership working to respond to the changing needs of our borough. We want people who aspire to our TOWER values: Together; Open; Willing; Excellent; Respect.

Tower Hamlets has a zero-tolerance approach to, and works to eradicate, all forms of discrimination on the basis of race, sex, disability, age, religion or belief, sexual orientation, gender reassignment, marital status, status as a civil partner, gender, gender identity, gender expression, pregnancy and maternity and looks to employ a diverse workforce representative of those groups. We recognise that people can also be disadvantaged by their social and economic circumstances, so we will work to eliminate discrimination and disadvantage caused by social class.

We welcome applicants interested in flexible working arrangements and also applicants who live in the borough.
