We are offering an exciting and unique opportunity to be a key part of a highly motivated, strong performing and friendly team.
Reporting to the Head of Internal Audit, Anti-Fraud & Risk, this role is responsible for the co-ordination and operational management of fraud investigations by leading and developing a multi-disciplined team of Investigation and Intelligence Officers.
Key responsibilities include:
- To manage and co-ordinate fraud investigations, from receipt of referral/initial intelligence, through to the appropriate sanction, such as prosecution or disciplinary. To ensure team caseload is monitored, reviewed, recorded and reported as necessary.
- To be the Council’s subject matter expert and key point of liaison on fraud investigations and any related investigatory matters and to collaborate with other officers/teams (e.g. Internal Audit, Housing Management, Parking Services, and Legal Services) in delivery of the Council’s Anti-Fraud Strategy.
- To directly investigate and where appropriate prosecute any complex/high value/sensitive cases where there is a substantial financial or reputational impact on the Council. To maintain confidentiality and exercise discretion always.
- Ensure all investigations and intelligence activity is compliant with local policy and procedure, professional practices, legislation (PACE, RIPA, CPIA, DPA etc) and any other statutory requirements as appropriate. Provide direction, guidance, advice, support and training to investigation and intelligence officers to promote continuous improvement.
- To provide written reports and updates concerning ongoing cases, team caseload and internal fraud for reporting to the Head of Internal Audit, Anti-Fraud & Risk, or directly for review at the Statutory Officers Meeting.
- Maintain a thorough and up to date knowledge of criminal and civil law procedures relating to investigative and intelligence activity. Act as the subject matter expert in all matters related to the investigation of fraud impacting on the Council and its partners and companies providing advice and guidance to senior officers and Members when required.
- To be an advisor in respect of the Council’s corporate anti-money laundering arrangements. To remain aware of developments and changes in all Anti-Money Laundering legislation/regulations and ensure that this is fed into any policy review and updated corporate guidance.
· Actively contribute to the council’s priorities and outcomes in a way that promotes a ‘one organisation’ approach.
